I have incurred a responsibility.

I have instructed the Consul at Foochow & Amoy that the British Subjects in question are entitled to their protection & I have written to the same effect to the Naval Commander in Chief.

I shall by the earliest opportunity transmit to Earl Granville copies of all Correspondence which has passed on the subject, for the information of H.M. Govt. I trust that I shall be able to include in this a reply from Y.J.A.

I will state that I have it reported that an attempt is being made in Amoy to intimidate the relative of these memorialists into a declaration that they have falsely assumed the nationality which they lay claim; that with the proofs of their nationality in my hands, the papers signed by the Straits Authorities & forwarded to me by you, I cannot refuse them protection & that I have written to the Naval Commander in Chief to request that he will see to their security against molestation.
